Tempus JEP project Crisis analysis and decision making in Ukraine

The “Crisis analysis and decision making in Ukraine” Tempus JEP project was being implemented by the Universities’ Consortium composed of Stuttgart University (Germany) – the Grant Holder, Rome University “La Sapienza” (Italy) and four Ukrainian Universities - Dnipropetrovs’k National University named after O. Honchar (DNU), Kyiv International University (KIU), National Taurida University named after V. I. Vernadsky (NTU) and Ternopil National Economic University (TNEU).

The objective of the project was to work out the Joint European and Ukrainian Master program, based on the European experience in crisis management specialists’ training and implement it in four Ukrainian Universities hereinbefore named. Duration of the project was three years (September 2006-August 2009). It should be noted that the project was prepared in 2005-2006 when Ukraine’s economy was on-upgrade and it appeared to be extremely actual today, in 2009 when Ukraine came to be on the next round of financial, economic and political crisis.

The developed Master program is based on the existing in Rome University Master program “International Policies and Crisis Management” and the first generation of the Ukrainian Masters has already followed the courses by this program. In DNU it is made in the frameworks of “Political science” specialty, in KIU – in the frameworks of “International relations” and “Foreign policy” specialties, in NTU - in the frameworks of “Management of organization” specialty, and finally, in TNEU – in the frameworks of “International economy” specialty. Let’s name some other project results:
1)     The Ukrainian Universities’ curricula have the module structure, harmonized with the “International policies and Crisis management” Italian Master program and ECTS credits serve as the students gained knowledge measure which create the possibility for Ukrainian students to learn separate program modules in Rome University;
2)     The multilateral interuniversity agreement with Rome University “La Sapienza”, all Ukrainian universities – the members of consortium, and Belgrade University (Serbia) as the parties hereto, is worked out and signed. It provides for the Ukrainian and Serbian students the conditions, the fulfillment of which ensure the receiving of second diploma – of Rome University “La Sapienza”, apart from the national one;
3)     On four teachers from each Ukrainian University - the member of consortium had two-week training in European universities – in Rome and Stuttgart Universities;
4)     38 students of the “Crisis analysis and decision making” EU-UA Master program learnt one of the program module in Rome University “La Sapienza” during one month (monthly stay of six students of each Ukrainian University - the member of consortium was financed at the expense of the project);
5)     The Resource Centers with the computer class for the Master program students, equipment for the video conference holding and the library with the specialized literature are created in all Ukrainian universities - the participants of the project;
6)     The syllabi, manuals and other teaching materials for the Master program disciplines are elaborated and published;
7)     The established informal friendly relations between teachers-participants of the project, particularly enabled to elaborate and submit to European Commission a whole number of new projects on Tempus IV program with the participation of all universities that implemented the project.

The International Conference on the project results was carried out in Kyiv on base of the Kyiv International University on 3-4 of June, 2009. Prof. Ulli Arnold and Dipl. oec. Stefanie Opitz from Stuttgart University, Prof. Giuseppe Burgio and Prof. Mario Tiberi from Rome University “La Sapienza”, Prof. Marija Bogdanovic from Belgrade University, and representatives of the Tempus Office of Ukraine and Ukrainian Universities took part in the Conference.
